No need to identify primary GPU in gpu_info_collector on Windows

We identify later which GPU is active anyway, so run the code to identify the primary GPU is a waste. Also, we now always give the active GPU for crash reports, etc, so which one sits in GPUInfo.gpu and which one sits in GPUINfo.secondary_gpus doesn't matter.
