[PIP] Window closes when quality is manually changed.

Chrome Version: 69.0.3457.0

What steps will reproduce the problem?
(1) Navigate to video, e.g: https://www.youtube.com/watch?v=PK39CLEBegM
(2) Enter PiP mode.
(3) Manually change quality from the initiator tabs, e.g. 480p to 720p.
(4) Observe PiP window closing.

User needs to manually enter PiP mode again.
