Offline files are not accessible when network is disconnected

Issue description

Chrome OS 10575.55.0, 67.0.3396.87

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Disconnect internet and open Files app -> Drive -> Offline section
(2) Try to open the recently created gdoc files


Expected Result:
gdoc files should open without any issue

Actual Result:
New tab page shows up with error message "There is no Internet connection"


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

abodeti@ - I'm not able to reproduce this on M-67. Can you confirm if you've accessed docs prior to turning off wifi?
Issue reproducible on latest M68 build 10718.29.0, 68.0.3440.34 beta-channel eve.

Gdocs were accessible before turning off Wifi.

Unable to access the same files after turning off Wifi.

Hmm - I'm on caroline beta M68.0.3440.25 and am still unable to reproduce.

My workflow steps:
- Make sure I'm online
- Open Files app
- Go to Offline folder
- Open a Doc successfully
- Turn Off Wifi
- Open the same Doc from the Offline folder
- Still able to open the Doc successfully

Maybe can you test with a different device and see if you're able to reproduce?

Re c#4 : I am able to reproduce this issue on build 10718.34.0, 68.0.3440.40 beta-channel with same repro steps. Tested on eve, kevin and minnie. Captured feedback reports immediately after connecting network.

No repro on ToT

I have been looking at this. So far it looks like there is a mismatch between what files app thinks is available offline and what docs has actually cached offline.

On chell 10575.55.0, 67.0.3396.87:

1. Fresh install, disconnect network.
2. Open Google drive from launcher, get "No internet connection."
3. Open files app and observe that there are files in the virtual offline folder, clicking on one of these files gives "No internet connection."
4. Close files app and chrome.
5. Reconnect the network.
6. Open docs from launcher.
7. Get message "Your work is being synced offline." Assume the extension is not syncing docs for offline access.
8. Disconnect network.
9. Open docs from launcher, it shows a list of docs that are offline and I can open.
10. Open drive from launcher, it shows a list of docs that are offline and I can open.
11. Open files app, I can now open offline files with the network disconnected.

So problem (1) is that files app will show files being available offline even though the docs extension has not retrieved the file for offline access.
Next test to try and repro comment #1.

1. Connect network.
2. Open docs from the launcher
3. Create new doc from meetings notes template.
4. Close chrome and docs tab.
5. Refresh files app offline virtual folder, see "Meeting notes.gdoc" listed.
6. Double click on doc, and it opens correctly.
So it seems to work fine as long as you've opened the docs app at least once so it can retrieve the data from the server to make a file available offline. 

I'm not 100% certain on how the offline docs extension works, but to get the error "No network connection" is most likely a problem with the extension not intercepting the docs URL and oepening it offline.

If the extension intercepted the URL but it did not have the doc available locally I see an error that indicates that I can edit the file offline and need to connect to make it available.
I also experimented with chell R10835.0.0 69.0.3478.0

The behavior is similar to the above, if anything the offline docs experience is even worse.

1. Before first load of docs none of the files that are in the offline virtual folder are actually available offline.
2. First time you open docs from the task bar it gives a message that files are being made available for access.
3. However files are not by default available and you need to mark each file as available offline in the web ui.
4. If you close docs, disconnect the network and then try to start docs it now gives "Resource Unavailable" message, on 67.0.3396.87 above this worked.

So I think there's a regression in the docs offline experience (orthogonal to the offline virtual folder in the files app being out of sync with the offline extension).

I tried repro on 10718.34.0, 68.0.3440.40 beta-channel eve with same repro steps as in c#4. I am seeing an error message "No internet". Attached screenshot.

Observed same behavior on ToT build 10840.0.0, 69.0.3479.0 dev-channel eve.

Based on comment #13 I think this is an error in the offline extension itself, the extension system or chrome.

I will see if I can find a better component for this bug. 
I opened b/111134927 with docs team.
Coming back to look at this.

No repro on Kevin 69.0.3480.0 10863.0.0
