Steps to reproduce the problem:
1. Press Cmd + Shift + N to open a new incognito window

What is the expected behavior?
An Incognito window should open up

What went wrong?
Chrome opens a new window with the current session and not an incognito window

I can still open an Incognito window by right clicking on the Chrome icon and selecting "New Incognito Window", it looks like only the shortcut is broken.
