Notification does not work

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.146 Safari/537.36

Steps to reproduce the problem:
1. Have a screwed up Chrome window
2. type `new Notification('hello')` after Notification.requestPermission()
3. type `new Notification('hello', {requireInteraction: true})` 

What is the expected behavior?

What went wrong?
Step #2 does not show anything.
Step #3 shows a notification.

Did this work before? N/A 

Chrome version: 65.0.3325.146  Channel: n/a
OS Version: OS X 10.13.3
Flash Version: 

I have impacted Chrome window running so I can do a GVC session if that helps debugging the issue.
