Assign different profile icons to signed-out, multi-profiles |

Issue descriptionFor not signed-in, multi-profiles, we should assign a different generic avatar to show in the top right corner. Today, those profiles show "Person 1", "Person 2", etc. and with GM2, we'll need to have a generic avatar instead. For the 1st profile, we're (on Canary) using the grey generic avatar, but for any 2nd+ profile, we currently show the white ghost. This makes it hard to distinguish the different profiles and those old icons are not really modern to be surfaced that prominently. I see three possible paths forward here: 1. using Joel's explorations of tinting that generic signed-out avatar in different GM2 colors (will need to be run by Identity UX), or 2. swapping our profile avatars with the more modern CrOS ones, or 3. iterating through the the different colors of the generic head/ghost avatar from chrome://settings/manageProfile.

The code for the top-right corner shows the profile image if there's more than one profile. This is probably side effect of default-assigning new profiles the "white head" icon instead of an unused one. When you create a new profile it will get the white-head icon if you don't choose one. One way of rotating them would be to let "Person 4" choose the 4th icon by default.
