Devtools extensions docs has outdated info

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36

Steps to reproduce the problem:
1. Go to https://developer.chrome.com/extensions/devtools
2. It says "Currently your extension can only add sidebar panes to the Elements panel."

What is the expected behavior?
It should not say "Currently your extension can only add sidebar panes to the Elements panel."

What went wrong?
The documentation is outdated. Sidebar panes can be created on both the elements and sources panels now: https://developer.chrome.com/extensions/devtools_panels

It doesn't seem to allow setting an owner that is not a registered contributor, so assigning the CL reviewer and marking as fixed.
