Reduce frequency of 3 dot icon animation

Issue description

Chrome Version (from "Settings > About Google Chrome"): 69.0.3450.0 dev
Device Type: (iPad 2, iPhone 4, etc): iPhone 5S

Steps to reproduce:
Reopen the app, select a tab from tab switcher, Select Settings then close it, etc. 

Expected result:
3 dot icon shouldn't animate. Especially if I've already used the 3 dot menu. Or it should be frequency capped if we think the user hasn't found it / isn't using it enough.

Actual result:
3 dot menu animates every time you reopen the app or select a tab. It's quite distracting. It even happens when you click the 3 dot menu > Settings > close settings (you clearly have found the menu) :)

This behavior was wrong but it appears to have been resolved now, though (reopen if I'm wrong). If it returns, or if I'm wrong about this being resolved, the menu animation triggers/frequency should be the same as they are today in stable.
