Spinner should only be shown if Termina has not started

Issue description

Chrome version: 69.0.3452.0
OS: Chrome

Repro steps:
1. On a device with Crostini installed, restart
2. Click Terminal icon to start Termina. Notice spinner on icon as VM/container are started.
3. Click another Linux app icon (eg. Emacs)

Expected: No spinner since VM/container have started. Icon should immediately appear in shelf.
Actual: Spinner shows briefly every time the Terminal or a Linux app is launched.
 
A related request is to remove all existing Crostini spinners when a VM/container is started.
First of all, multiple Crostini app launches might be requested before VM/container is started so there might be multiple spinners.
Secondly, some apps that don't implement startup notification protocol is not able to be linked. https://bugs.chromium.org/p/chromium/issues/detail?id=854911#c7
