Regression: Weird movements of play store header in its overview mode while rotating the display

Chrome Version:69.0.3452.0/10773.0.0 dev channel Reks,Jerry
OS: Chrome OS ARC

What steps will reproduce the problem?
(1)Sign into user >>Keep open chrome
(2)Open Playstore >>keep it in Overview mode 
(3)Rotate the display and observe its header moving to edges

Actual: Unnecessary movement in play store header while rotating the display
Expected: No such unwanted movements should be seen

This is a Regression issue as same is working fine in 67.0.3396.87/10575.55.0  Stable channel 

Note: Issue is not seen in Linux,Windows and Non-ARC devices

I think none of them are expected. The behavior might have changed due some change, but overview just doesn't have proper handing of rotation change.

Let's discuss this with omri.

-> omri to define expected behavior. I believe he want not to resize during the overview mode or disable rotation in overview mode.
