Vertical line position marker is badly placed when moving extension icons around - top chrome refresh

Chrome Version: (copy from chrome://version)
OS: Desktop - happens on MacOS and Linux so presume all platforms

Version 69.0.3453.3 (Official Build) canary (64-bit)

What steps will reproduce the problem?
(1) Set chrome://flags/#top-chrome-md to refresh
(2) Load a couple of extensions
(3) Drag an extension icon around to reposition
(4) Observe the vertical line which indicates where the icon will be placed. 

What is the expected result?
Vertical line should sit equidistance between icons

What happens instead?
Line is weighted to the left and touches the icons.
