Regression : Unnecessary tab focus is seen on 'IPv6 address' value in 'Network settings' window

Chrome Version:  69.0.3455.1/10774.0.0 dev-channel Daisy,Candy and Reks 
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Connect to Wi-Fi Network ->Now scroll down and click on 'Proxy settings' option
(3)In 'Network settings' window disable 'Configure IP address automatically' option -> Now press 'Tab' and observe unnecessary tab focus is seen on 'IPv6 address' value
(Please refer Video and Screenshot)

Expected: Unnecessary tab focus should not be seen on 'IPv6 address' value
Actual: Instead unnecessary tab focus is seen on 'IPv6 address' value

This is Regression Issue as same is working fine in 69.0.3452.0/10773.0.0 dev-channel Daisy

This is a P3 not a P1.

It's an artifact of the fields sometimes being editable.
