PDF does not load after installing 'PDF Viewer' extension.

Issue descriptionChrome Version: 69.0.3455.0 (Official Build) f981d5ba6963015157ac5faa8090cd22bec65a3c-refs/branch-heads/3455@{#1} (32/64 bit) OS: Windows(7,10). Preconditions: Enable 'Enable network service' flag from chrome://flags URL:https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm Steps to reproduce: 1. Launch chrome ,go to above URL and install extension. 2. Navigate to 'http://cb.vu/unixtoolbox.pdf' pdf and observe. Actual Result: PDF does not load after installing 'PDF Viewer' extension. Expected Result: PDF should load after installing 'PDF Viewer' extension. Above issue is non-regression issue, seen from M69(#69.0.3441.0) Note:Issue is not seen on Mac and Linux OS.

This is using webrequest api, so it might be some edge case in our implementation. +Ken Also I think this extension has very little usage, and we already have pdf built-in that works better than it, so it shouldn't block canary.
