Regression: [DevTools] ‘Arrow pointer’ doesn’t change to ‘bidirectional arrow pointer’ on hovering the mouse pointer on the header of DevTools.

Issue description

Chrome Version: 67.0.3396.87 (Official Build) (64-bit) Revision 878cd31214ac27a3996927cd5c9c138b10c9fc8d-refs/branch-heads/3396@{#771}
OS: Mac OS X(10.12.6,10.13.1, 10.13.5, 10.13.6).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and dock it to bottom.
2. Hover the mouse pointer on the header of DevTools and observe the mouse pointer.
3. Move the mouse pointer on NTP and hover the mouse pointer on ‘Gmail’ link at RHS.
4. Again hover the mouse pointer on the header of DevTools and observe the mouse pointer.

Actual: ‘Arrow pointer’ doesn’t change to ‘bidirectional arrow pointer’ on hovering the mouse pointer on the header of DevTools.
Expected: ‘Arrow pointer’ should get changed to ‘bidirectional arrow pointer’ on hovering the mouse pointer on the header of DevTools.

This is a regression issue, broken in M-65 series, below is manual regression range:

Good build: 65.0.3288.0 (Revision: 522667)
Bad build: 65.0.3289.0 (Revision: 522956)

Using the per-revision bisect providing the bisect results:

You are probably looking for a change made after 522876 (known good), but no later than 522877 (first known bad).

Note: 
1. This issue is not reproducible on Windows (7,8,8.1,10) & Linux (14.04 LTS) OS.
2. This issue is also reproducible on Stable #67.0.3396.79, Beta #68.0.3440.17 & Canary #69.0.3455.0
