Videos are not getting played after enabling network service flag.

Chrome Version: 69.0.3455.0 (Official Build) Revision f981d5ba6963015157ac5faa8090cd22bec65a3c-refs/branch-heads/3455@{#1}

OS: Windows(7,10).

Precondition: Enable 'Enable network service' flag from chrome://flags

Steps to reproduce:
(1) Launch chrome, navigate to www.youtube.com and observe.

Also, right click on youtube tab and mute the site, observe.

Actual: Videos are not getting played after enabling the flag.

Expected: Video should play even after enabling the flag.

Above issue is non-regression issue, seen from M69(#69.0.3441.0)

Note: 1. Issue is not seen on Mac and Linux OS.
      2. Mute icon is not seen on Muted tab.

Just to add some information:

Did this work with Enable network service flag disable?
Yes

Videos are playing normally in other sites (eg:cnn.com,vimeo.com,yahoo.com etc)
