What steps will reproduce the problem?
1. Launch chrome,navigate to above url and 'Add extension'
2. Now click on extension icon in omnibox and scroll down in extension bubble,observe (Help,settings.Blogs) options at bottom of bubble
 
Actual: (Help,settings.Blogs) options at bottom of extension bubble including scroll bar appears chopped
Expected: (Help,settings.Blogs) options at bottom of extension bubble including scroll bar should be seen properly

This is regression issue, broken in ‘M 69’ and will soon update other info :
Good build: 69.0.3445.0  (Revision: 562691).
Bad build: 69.0.3446.0 (Revision: 563011).

You are probably looking for a change made after 562924 (known good), but no later than 562944 (first known bad).

1.Unable to provide bisect using per-revision script,Hence providing bisect with old script.
2.Issue is also seen on M-69 Dev (build # 69.0.3452.0)
3.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6) and Linux (14.04 LTS)
