will-change: transform causes sticky elements to move

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36

Steps to reproduce the problem:
1. scroll into the .big-content div

What is the expected behavior?
the red block in the sticky div should "stick"

What went wrong?
the red block moves twice as fast as the scroll

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 67.0.3396.79  Channel: stable
OS Version: 10.0
Flash Version:

Yes it's a dup and has been fixed and merged to 68.0.3440.17.
