"Leave site" Cocoa NSAlert is a blank window when closing a background tab?

Issue description

Chrome Version       : 69.0.3451.0
OS Version: OS X 10.13.4

It's possibly some weird state my browser is in... but,

What steps will reproduce the problem?
1. Start adding a comment to this bug
2. Open a new tab
3. Hit the tab close [x] on the crbug tab

What is the expected result?

"Leave this site" confirmation NSAlert

What happens instead of that?

Blank window -- see attached.


Note this session has chrome://flags/#views-browser-windows Disabled (i.e. Cocoa browser windows).

This happens reliably in my 69.0.3451.0 dev channel, but I couldn't repro this in 69.0.3455.0 Canary.  Let's try a restart..

Yeah this still happens for me on 69.0.3451.0 after a restart. Maybe a site-isolation thing...

Site Isolation couldn't do anything like this.

Something is weirdly broken. How does NSAlert fail to work?

Able to reproduce the issue on Mac OS 10.13.5 on the latest Dev 69.0.3452.0 as per the original comment.
Issue seems to be fixed on the latest Canary 69.0.3457.0.
Unable to reproduce the issue on Ubuntu 14.04 and Windows 10.

Reverse Bisect Information:

Good Build : 69.0.3455.0
Bad Build:   69.0.3453.3

Unable to run the per-revision bisect script as 'float division by zero error' error is coming up. Unable to run the Chromium bisect as well due to  issue 844250 .
Hence below is the Manual Changelog URL from Omahaproxy.
