Shortcut "Shift+CMD+N" not opening a new incognito window

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3455.0 Safari/537.36

Steps to reproduce the problem:
"Shift+CMD+N"

What is the expected behavior?
A new incognito window

What went wrong?
Opens a new normal window

Did this work before? Yes 

Chrome version: 69.0.3455.0  Channel: canary
OS Version: OS X 10.13.4

I'm seeing this behaviour as well. Also, shift + cmd + t does not re-open the last closed tab, but opens a new tab.
