Cast Local Screens - Small white bar appears every time user re-enters fullscreen mode.

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) Cast to a local screen
(2) Exit fullscreen mode on the receiving screen
(3) Re-enter fullscreen mode

What happens instead? A small white bar briefly appears at the bottom of the screen every time. See video.

Does this repro when not using the Presentation API - ie. if you use the same URL without the presentation API?

Also happens with the Presentation API.

Not sure what you mean by use the same url without the presentation API, could you explain?

When you cast with the Presentation API, check the URL loaded into the window (by going out of fullscreen).  Try loading that URL into a normal tab.  Does it show the white bar when going in/out of fullscreen?

Re #4, yes, it also shows the white bar in that case.
Note: I don't see this on Win. But I do see it on Mac and Linux.

If it repros in a normal tab this is either rendering jank in the app, or a paint/compositing issue going in/out of fullscreen.

Can you paste the URL here so we can investigate further?
