10.2%-12.8% regression in xr.browsing.wpr.static at 561297:561370

Culprit seems to be this V8 roll https://chromium.googlesource.com/v8/v8/+log/d4aebad9..cfd1ec50. However, this recovered sometime while the affected benchmark was disabled due to an unrelated issue. The fix is likely somewhere in here https://chromium.googlesource.com/v8/v8/+log/44d7d7d6..c19206c9, but I'm not sure exactly which CL it is.
