As layer_tree_host_impl_unittest.cc is very large at this moment, we should separate scroll snap tests out to another file. This may need a base class of LayerTreeHostImpl that does all the set up.

One options is to create a base class of LayerTreeHostImpl that does all the set up.
The other is to support gpuBenchmarking that allows sending mouse wheel ticks, so that we can use layout tests for snap points.
