Reduce context switching per frame while only video is updating |

Issue descriptionRight now in full screen video watch mode on Windows, even though only video is updating, nothing else is, we still see 6+ context switching per frame. I think we can probably reduce it. For example, if video decoder or rasterizer only cares about limited states, then there is no need for context switching. We can simply re-use the current context. Just a rough thought, and create a bug to keep track of my further studying and discussion.

Mo: Could you upload a trace? Ideally with and without --enable-gpu-service-tracing (which turns on tracing for every GL call that is actually made).
