A11y: cannot tab out of 'did you mean to go to...' box when accessed via alt+shift+a

Issue description

Chrome: 69.0.3453.0 (Official Build) canary (64-bit) (cohort: Clang-64)
JAWS: 2018
NVDA: 2018.1.1

Steps to repro:
# With JAWS or NVDA running, open Chrome
# Type 'hello/there' into the omni box and press enter
# Notice that screen reader announces the 'did you mean to go to http://hello/there' infobar alert
# Notice the screen reader alerts you that pressing alt+shift+a will access this box
# Press alt+shift+a
# Tab three times, noticing that you cannot escape the box
# Press ctrl+l
# Press tab about 4-5 times
# Notice that you can navigate the alert and return to the web content

Expected: The box should allow keyboard users to tab back to web content regardless of how it received focus

Actual: Different access methods produce different keyboard behavior
