In Dev Tools, scrolling not available in the "Computed" Tabs of styles

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome Development tools via "Inspect Element" on any site
2. Click "Computed" on right.
3. Try to scroll to the bottom

What is the expected behavior?
Scrollbar available

What went wrong?
Scrolling missing

Did this work before? N/A 

Chrome version: 69.0.3456.0  Channel: dev
OS Version: 6.3
Flash Version:

Able to reproduce the issue on Win-7 and win-10 using latest canary #69.0.3455.0. Issue is specific to OS-Win.
This is a non-regression issue as it is introduced from M69 latest builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Thanks for the report.  Could you please clarify which directions you are able to scroll: vertically / horizontally?
Can't scroll vertically. 

Horizontal never had a scroll I think.

Thanks for confirming.  Reports seem to indicate this bug affects other SSP tabs too: Properties, Event Listeners, Accessibility.
It looks like the behavior of `contain: layout` changed under our feet. See https://bugs.chromium.org/p/chromium/issues/detail?id=843320

I just want to note that I'm experiencing this in Mac OS 10.12.6, so it does not seem to be Windows-specific.

DevTools: Restore scrolling in widgets

The behavior of `contain: layout` changed, and now it seems to prevent
scrollbars from appearing. See  https://crbug.com/843320 

A follow up patch will fix this for old frontends.

Able to reproduce the issue on chrome reported version 69.0.3456.0
Verified the fix on Windows-7 & 10 on Chrome version# 69.0.3464.0 as per the comment#0
Attaching screen cast for reference.
Observed "Able to see scrollbar"
Hence, the fix is working as expected.
Adding the verified label.

Just to update:
We were unable to reproduce this bug on latest canary #72.0.3617.0 on Mac(10.13.1, 10.13.4,10.14.2), Windows(7,8,8.1,10) and Linux(14.04) OS.
