Chrome should not pinch zoom when touch-action does not include pinch-zoom.

Issue description

Chrome Version: 69.0.3453.0

What steps will reproduce the problem?
(1) Visit http://output.jsbin.com/cowowux/.
(2) Touch the frame under "pan-x" and start moving finger horizontally.
(3) Meanwhile, touch with another finger and pinch zoom.

What is the expected result?
My understanding of the feature is that chrome should not zoom.

What happens instead?
Chrome starts zooming.

Firefox properly stops zoom and zoom only works if we have "pinch-zoom".

I am not sure if this is recognized as a bug, but I found it strange.

Xida, this seems like it might be related to resetting the touch action when the first touch sequence ends. Is this fixed by your latest patch (which should preserve the touch action at scroll start in scrolling_touch_action_).
