NoSuccessfulBalancePools firing since cl/198616498 submitted.

On 5/30, akeshet submitted cl/198616498.  Starting on 5/31, the NoSuccessfulBalancePools has been firing once per day (see attached).  I'm filing a this for akeshet@ to investigate.

If the alert should not be firing, please fix it.  If it should be firing, please fix the underlying issue before adding a new alert stream.

I'm marking this Chase-Pending because a clean alert stream is critical to noting when things are wrong.
