Merge chromium and cast_shell tabs_api.cc

chromecast/browser/extensions/api/tabs/tabs_api.cc is largely copied from chrome/browser/extensions/api/tabs/tabs_api.cc

Functions related to zoom and enumeration of the tab/window state can probably be made common as the primary difference would be the tab/window model and minor differences creating the tab and window objects
