Issue descriptionCurrently, there isn't a low-effort way to setup a Finch test for low-level CrOS features. This makes it difficult to justify setting up experiments / gating experimental features behind a Finch flag when this would otherwise be ideal. Also, the update interval of Finch flags might need to be adjusted to better accommodate platform level flags.
