Clean up recent tabs code in Chrome

Because Chrome for Android uses persistent tab restore service as a result of fixing this bug (https://bugs.chromium.org/p/chromium/issues/detail?id=169083), now nobody is using in memory tab restore service, so we can get rid of a bunch of complexity added to support two variants. 

Specifically:
. Merge TabRestoreServiceHelper back into PersistentTabRestoreService.
. Fold PersistentTabRestoreService into TabRestoreService.
