I'm writing a test to make sure that QUIC continues to be disabled/enabled when the network service crashes and restarts.  Experimentally, if the network service crashes, I have to to shutdown and restart the QUIC test server to avoid requests failing mysteriously with ERR_QUIC_PROTOCOL_ERROR in the QuicAllowedPolicyIsTrue tests.

I'll plan to just restart the QUIC test server for now, but I'm not sure if this is some sort of known (but undocumented) limitation of the test server, or something that should work.
