Can you please specify:
1. How to trigger this dialog as admin? Is there setting or policy we should set? You didn't mention you installed the enterprise version of Chrome so I guess it's not specific to enterprise.

2. Does it constantly repro?

I just used the regular version on Chrome on a corp Google network, which I think applies entreprise policy. I don't know how to repro it in the wild - might be best to just hack the code to show it during development.

It doesn't constantly repro since this dialog isn't constantly shown. In fact, I think I've only seen it shown that one time when I filed the  bug 3  days ago.

This seems to be displayed by relaunch_recommended_bubble_view.cc. Trent, since you last worked on that file, could you please take a look?

this is indeed a general UI bug not related to enterprise group policy. I will remove Enterprise component to avoid noise.
