Background text is read in Enter Passphrase popup when user is in NTP |

Issue descriptionApp Version: 68.0.3440.18 beta iOS Version: 10.3.3,iOS 11.4 Device: iPhone, Precondition : 1. Sign in to chrome which has passphrase enabled account. Note : Do not enter the passphrase 2. Enable voice over from device settings. Steps to reproduce: 1. Launch chrome. 2. Sign in to chrome which has passphrase enabled account. 3. Keep scrolling the cursor in Enter passphrase screen. Observed results: Background text is heard on Enter passphrase screen. Expected results: Background text should not be heard. Number of times you were able to reproduce: 3/5 Bug reproducible after clean install: Yes Bug reproducible after clearing cache and cookies: Yes Bug reproducible on Chrome Mobile on Android: NA Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA Bug reproducible on current stable build (App Version, iOS Version):Yes in M67 Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M68 Link to video/image: https://drive.google.com/file/d/1G-wQN9S7_vIdv5ihEXsaJ_Cz8tv00Nlr/view?usp=sharing

I would say it is related to the implementation of the info bar. This UI doesn't to be specific to sign-in. I would expect to have the same issues with any other info bars. I will still have a look.

I was able to reproduce it with other info bars. This is not related to sign-in. It might even be a bug from Apple. I'm not sure. Who works on info bars?
