Non-Regression : Default focus is seen missing on 'Manufacturer' option in 'Select a printer manufacturer and model' overlay of Printers page

Issue description

Chrome Version:  69.0.3452.0/10771.0.0 dev channel  Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page-> At 'Printing' click on 'Printers
(2)Now in 'Add a printer manually' overlay add any Printer(add Name),Address -> click on 'ADD' button -> now 'Select a printer manufacturer and model' overlay observe for default focus on 'Manufacturer' 
(Please refer Video and Screenshot)

Note : In 'Select a printer manufacturer and model' overlay tab and observe blue focus is seen on 'Manufacturer' option along with search Icon

Expected: Default focus should be seen on 'Manufacturer' option 
Actual: Instead Default focus is seen missing

This is Non-Regression Issue seen as 'Printers' option is introduced from M-59
