Change direction of volume keys on side of Chromebook depending on display orientation

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10452.99.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.203 Safari/537.36
Platform: 10452.99.0 (Official Build) stable-channel elm

Steps to reproduce the problem:
1. hold Chromebook upside down (tent/tablet mode)
2. change volume
3. wonder, that you have to press down to increase volume and vice versa

What is the expected behavior?
The volume keys on the side of the Chromebook should change it's direction depending on the current display orientation. Or there could be the option to enable said behaviour.
(On the Acer R13 the Volume keys are not labled anyway.)

What went wrong?
The current situation of the volume keys is confusing and you have to remember which way you have to press them. The upper key should alway increase the volume.
