I'm inexplicably unable to scroll on this one page (other Chrome users have no issue)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36

Steps to reproduce the problem:
1. Visit https://gunresponsibility.org/reduce-assault-weapon-violence-initiative/
2. Try to scroll using either 2 fingers on touchpad, or using connected Bluetooth Magic Mouse

What is the expected behavior?
The page should scroll

What went wrong?
No-op (!)

Did this work before? No 

Chrome version: 67.0.3396.79  Channel: stable
OS Version: OS X 10.13.3
Flash Version: 

My wife has an older MBP also running High Sierra and the exact same version of Chrome as me, and scrolling works for her.

Note that I also tried Incognito Mode and got the same result.

Unable to reproduce this issue on reported version 67.0.3396.79 using Macbook Air 10.13.3 and Macbook Pro 10.13.3 by scrolling using 2 fingers on touchpad.

NOTE: Checked issue on enabling/disabling Strict Site Isolation and is not reproducible either.

@Reporter: Please check the issue by resetting all flags to default from chrome://flags. Please check the video and let us know if we miss anything. Any further information on reproducing the issue would help in further triaging.

I had the Experimental Web Platform features flag set. After resetting that flag, scrolling now works.

Could you please ensure this bug correlation gets to the folks working on that set of features? Thanks!
