Steps to reproduce the problem:
1. Create a sample ChromeOS extension (plenty exist on Github)
2. Open chrome://extensions/ and select "Load Unpacked"
3. Navigate to the directory of your sample extension - no option to load the unpacked extension is available 

What is the expected behavior?
There should be an option to load the unpacked extension

What went wrong?
No option to load the unpacked extension

I am not sure if it broke on 66 or later
