pointerup doesn't fire from Wacom stylus when 'Use Windows Ink' is enabled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3452.0 Safari/537.36

Steps to reproduce the problem:
1. Use Wacom Intuos table on a Windows 10 PC.
2. Make sure 'Use Windows Ink' is enabled in the Wacom driver settings.
3. Go to http://jquery.github.io/PEP/paint/
4. Press the pen and start drawing
5. Stop drawing.
6. Move the pen.

What is the expected behavior?
pointerup should fire. The app should stop drawing when you move the pen.

What went wrong?
pointerup doesn't fire. The app keep drawing. Only when you lift the pen few inches above the tablet it will stop drawing. 

Did this work before? Yes Chrome 66

Chrome version: 67.0.3396.79  Channel: stable
OS Version: 10
Flash Version: 

Might be related to issue #833527 but I'm not sure if it's included in Chrome 67.

Also reproducible with 'Genious EasyPen i405x' tablet in Windows 8.1

As the issue looks very similar to that of  Issue 850011  hence merging into it. Please feel free to undupe if both aren't similar. Removing Needs-Bisect label.
