Establishing secure connection very slow

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36

Example URL:
Random multiple

Steps to reproduce the problem:
1. With new browser session, go to https://www.nexusmods.com/witcher3 (this is an URL that has this problem ... but not always)

What is the expected behavior?
Pages with secure connections should open fast/right away

What went wrong?
Since the latest Chrome update (67.0.3396.79) a lot of times Chrome will show "Establishing secure connection" for over 10 seconds, then the default error page shows up that the connection failed and then 1 second later the page loads just fine.
A site which I tested moments ago has this: https://www.nexusmods.com/witcher3 but other sites have this also.
This is only with Google Chrome. Internet Explorer and Edge are loading the same sites just fine.
There was nothing changed on my system, it started with the update of Chrome.
Clearing all browser data (cookies and so on), disabling extensions, running in Incognito mode ... this all does not help.

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 67.0.3396.79  Channel: stable
OS Version: 10.0
Flash Version: 30.0.0.113

It looks like this only happens with a new browser session. Once the site has loaded and tab is closed, the page has no problems loading after that in a new tab. And yes, the problem is there also when there is just 1 main tab, so no other pages in tabs.
 
Update
I did try with my AV (Kaspersky Internet Security 2019) on Pause but still the same problem.
Turns out that KIS 2019 most likely is the problem though. It has a SSL Scanning and  when Enabled (default setting), it gives this delay. Pausing AV still keeps the SSL Scan active it seems.
Plus the error page that appears for a second, has this error: ERR_SSL_VERSION_INTERFERENCE ... this also seems the result of the SSL Scanning of KIS 2019. I now have it disabled in KIS 2019 and all seems to work fine now.

Unable to reproduce the issue on Win-10 using chrome reported version #67.0.3396.79 and latest canary #69.0.3453.3.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to https://www.nexusmods.com/witcher3.
2. Observed that the webpage opened fast without any issues.

reporter@ - Could you please check the issue on latest canary #69.0.3453.3 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

See my previous comment. This error is most likely caused by a setting in Kaspersky Internet Security 2019. There is an option that scans SSL connections and it seems that that is the cause.
It is looked at now by Kaspersky. I have no conformation yet other then that when I disable that setting in Kaspersky, the problems are gone.

As the issue is resolved by disabling the kaspersky setting. Hence, removing Needs-Bisect label and requesting someone from internals>network team to please help us in looking into the issue.
