Google speechrecognition not working "error:connection"

Reported by lars-alb...@gmx.de, Jun 9 2018

Issue description

Chrome Version (from the about:version page): 66.0.3359.181
Is this the most recent version: yes
OS + version: Linux Mint 18
CPU architecture (32-bit / 64-bit): 32bit
Window manager:
URLs (if relevant):https://voicenotebook.com/
Behavior in Linux Firefox:
Behavior in Windows Chrome (if you have access to it):

I have been using google speech recognition for quite a while and on different websites (https://voicenotebook.com/; https://translate.google.de/ etc.) , always in chromium browser, always worked well. Since the latest update the chromium browser cannot establish a connection to the google server. I permanently get an "error:connection" or "make sure your pc is connected to the internet".
Any idea what could be the reason?
