/favicon.ico is not displayed if <link rel=icon> is wrong

Issue description

Chrome Version       : 67.0.3396.79
OS Version: OS X 10.13.4
URLs (if applicable) :
https://forum.popjustice.com
https://atrl.net

Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox: OK
    IE/Edge:

What steps will reproduce the problem?
1. Visit https://forum.popjustice.com/ the favicon displays briefly then disappears
2. Visit https://atrl.net, the favicon is never fetched and doesn't display

What is the expected result? Display favicon in tab header

What happens instead of that? No favicon in tab bar


Please provide any additional information below. Attach a screenshot if
possible.

These sites appear to have badly configured <link rel="icon" tags. They fail because of mixed content or file not found. However, /favicon.ico does exist and could be displayed. Firefox displays it. Could chrome do a fallback here, or is this WAI?

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #67.0.3396.79 and latest canary #69.0.3453.3.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

It sounds from comment 0 like this is about Blink behavior, not the tabstrip (which merely renders the image Blink sends up).

Attempting to set a component that will get more attention.
