Cmd+C opens dev tools

Issue description

Chrome Version: 69.0.3453.3
OS: macOS 10.13.5

What steps will reproduce the problem?
(1) On any web page, type Cmd+C.

What is the expected result?
Selected text, if any, is copied.

What happens instead?
The Dev Tools open.

There are also other issues that I believe are related to this.

cmd+shift+T/N should open an old tab/incognito window, but the shift button press is ignored and a regular tab/window is opened instead.

same problem but for sierra too
This cmd+C bug basically renders the browser unusable.

Mac OS: 10.11.6
Chrome: Version 69.0.3453.3 (Official Build) canary (64-bit)
Guys, this is a show stopper. The browser is useless...
