Issue descriptionChrome Version: 69.0.3453.3 OS: macOS 10.13.5 What steps will reproduce the problem? (1) On any web page, type Cmd+C. What is the expected result? Selected text, if any, is copied. What happens instead? The Dev Tools open.

There are also other issues that I believe are related to this. cmd+shift+T/N should open an old tab/incognito window, but the shift button press is ignored and a regular tab/window is opened instead.
