Cmd+C opens dev tools

OS: macOS 10.13.5

What steps will reproduce the problem?
(1) On any web page, type Cmd+C.

What is the expected result?
Selected text, if any, is copied.

What happens instead?
The Dev Tools open.

There are also other issues that I believe are related to this.

cmd+shift+T/N should open an old tab/incognito window, but the shift button press is ignored and a regular tab/window is opened instead.

This cmd+C bug basically renders the browser unusable.

Mac OS: 10.11.6

This issue has been resolved after installing Version 69.0.3455.0 (Official Build) canary (64-bit); macOS 10.13.6 Beta (17G39b). Thank you.
