Request Desktop Site be set for the site, not browser tab

Issue descriptionSteps to reproduce the problem: 1. Open any non-responsive site, let´s say www.opticallimits.com 2. In setting select Desktop Site 3. Site is reloaded in desktop version 4. Open a link to a subpage in a tab 5. New tab is opened in mobile form instead What is the expected behavior? The reason for "Desktop Site" setting is that many sites without responsive design force thier mobile version simply based on useragent string without any regard for actual screen size and resolution. Viewing mobile version of a site on a bigger tablet or something like Samsung DeX is just silly. Setting of this toggle should be remembered for the whole site (domain) instead of just for a browser tab. What went wrong? "Desktop Site" setting is permanent for only currently open tab while it should be permanent for currently open site. Did this work before? N/A Chrome version: 67.0.3396.81 Channel: stable OS Version: Flash Version: It might be nice to provide a setting to have "Desktop Site" behavior set by default for depending on an actual screen size of the browser window. For example by default on 12 inch tablet I would expect to have this on by default but if I use a split screen view than that should change. The same thing should happen if I use a recent Samsung phone in and out of a DeX environment.
