@Reporter: Do you have any antivirus/proxy/firewall software installed? Some old versions of this type of software has been causing issues.

Additionally, please collect and attach a chrome://net-export log so that we can take a close look. Instructions can be found here: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details
