the background of the tabs bar is no longer matching the system color

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36

Steps to reproduce the problem:
1. use my version of windows and chrome
2. use an aero enabled theme i use the "Pine Wood Theme" with aero frame
3. set a different color for the windows in windows 10's settings
4. Open chrome (maybe a restart is required)

What is the expected behavior?
the background of the tabs bar should match the system color.

What went wrong?
This week presumably my chrome or my windows updated and since then the bar has a different color.

Did this work before? Yes if a chrome update broke it then it was the previous version: 66.0.3359.203 (Platform version: 10452.99.0)

Tested with no theme: When no theme is applied the background matches the system color.

Able to reproduce this issue on reported version 67.0.3396.79 and latest canary 69.0.3453.0 using Windows 10 with steps mentioned in comment#0.

Good Build: 67.0.3377.0
Bad Build: 67.0.3378.0

You are probably looking for a change made after 544775 (known good), but no later than 544790 (first known bad).

Not RBS, 67 has already shipped... I'll take a look at it. I wonder if having the theme installed is skipping the system color logic.
