Talkback + Chrome: unable to invoke paste menu after clearing content in Omnibox

Issue description


Chrome version:	68.0.3440.14 (Official Build) dev (32-bit)
Android 8.1.0 Security Patch level: June 5, 2018
Accessibility Services version:	6.2.0.199471009 Beta APK
GBoard 7.2.9 version 26720914
Pixel 1 phone signed in with Chromium account (non-corp)

Steps to repro:
# Enable TalkBack
# Copy any text. A convenient way to do this is to access global menu with down then right angle gesture and selecting "Copy last utterance" 
# Put focus into the Omnibox, listen for editing 
# Clear the content of the Omnibox using the clear content button to the right of the Omnibox edit field. 
The caret is now in the edit field of the Omnibox but the green focus rectangle is completely gone. 
# Double tap and hold to invoke Paste menu
Expected: Paste menu appears, earcon is played
Actual: nothing happens after repeat attempts 

Please see attached logcat 

Workaround to get the paste menu to open in the Omnibox after clearing: navigate to the input speech button then back to put focus back into the Omnibox edit field

This does NOT replicate in the Settings search field. I am able to invoke the paste menu as expected all the time.

It's probably not relevant but I wanted to add that these settings were on for all tests in this sweep:
Font text set to Largest
Display size set to Largest
Large mouse pointer set to On
Mono Audio set to On
Captions set to On with text size set to very large

OK, the issue here is that when you click on the "Clear content" button, the button disappears so accessibility focus is lost.

Let's add a line of code that requests accessibility focus on the omnibox when you click on the "clear content" button.

@twellington, could you tackle this or delegate?

Ted, should we start a hotlist for UI polish items?
A hotlist sounds good.  I've been using Hotlist-GoodFirstBug, but that likely is a dumping ground.  A new UI specific one sounds good to me.
