Talkback: invoking the paste menu does not bring focus to that menu, need to go through many items to get to it |

Issue descriptionChrome version: 68.0.3440.14 (Official Build) dev (32-bit) Android 8.1.0 Security Patch level: June 5, 2018 Accessibility Services version: 6.2.0.199471009 Beta APK GBoard 7.2.9 version 26720914 Pixel 1 phone signed in with Chromium account (non-corp) Steps to repro: # Enable TalkBack # Copy any text. A convenient way to do this is to access global menu with down then right angle gesture and selecting "Copy last utterance" # Put focus into the Omnibox,listen for editing # Clear the content of the Omnibox using the clear content button to the right of the Omnibox edit field. # Use the workaround to get the paste menu to open in the Omnibox: navigate to the input speech button then back to put focus back into the Omnibox edit field # Double tap and hold to bring up Paste menu. Earcon plays indicating menu opens Expected: focus lands on paste menu Actual: paste menu is put in an arbitrary location in the navigation ordering. For example, you must use linear navigation to go through the rest of the icons near the Omnibox then sometimes you have to go into the webpage itself before focus finally lands on the paste menu This does NOT happen if you don't clear the Omnibox first. That is, if you double tab and hold on an Omnibox that has characters in it, you're presented with a cut/copy/paste dialog that is in the expected tab order.

Bumping down to p2 after seeing that this only reproduces for paste menu, not cut/copy/paste menu.

It's probably not relevant but I wanted to add that these settings were on for all tests in this sweep: Font text set to Largest Display size set to Largest Large mouse pointer set to On Mono Audio set to On Captions set to On with text size set to very large
