Steps to repro:
# Enable TalkBack
# Copy any text. A convenient way to do this is to access global menu with down then right angle gesture and selecting "Copy last utterance" 
# Put focus into the Omnibox or any edit field, listen for editing 
# Double tap and hold to bring up Paste menu. Earcon plays indicating menu opens

Expected: focus lands on paste menu
Actual: paste menu is put in an arbitrary location in the navigation ordering. For example, you must use linear navigation to go through the rest of the icons near the Omnibox then sometimes you have to go into the webpage itself before focus finally lands on the paste menu

This makes pasting very difficult.
