[Picture-in-Picture] PiP window spawning only on the screen the tab was created on.

Chrome Version: 69.0.3450.0
OS: Linux
What steps will reproduce the problem?
(1) Launch browser
(2) Start playing video PiP
(3) Close that, move tab to another screen, start playing same video PiP

PiP window should be created on the second screen, instead it stays on the first.
