TalkBack + Chrome: Scrolling causes delay in accepting explore by touch events |

Issue descriptionChrome version: 68.0.3440.14 (Official Build) dev (32-bit) Android 8.1.0 Security Patch level: June 5, 2018 Accessibility Services version: 6.2.0.199471009 Beta APK GBoard 7.2.9 version 26720914 Pixel 1 phone signed in with Chromium account (non-corp) Steps to repro: # Enable TalkBack # Load any webpage, example: https://en.wikipedia.org/wiki/Cat # Scroll the page using any of the methods below # Tap anywhere on the page Expected: EBT brings focus to the area under your finger Actual: Nothing happens for a few seconds, then focus catches up Any of these scrolling gestures create the same result: two finger swipe up twp finger swipe down left then right back and forth gesture right then left back and forth gesture ADB log attached below

Note that EBT events are also delayed/ignored anywhere on the Android OS including the app switcher button at the bottom. This is related to bug 851170 TalkBack + Chrome: Scrolling does not place focus on top of page in window

It's probably not relevant but I wanted to add that these settings were on for all tests in this sweep: Font text set to Largest Display size set to Largest Large mouse pointer set to On Mono Audio set to On Captions set to On with text size set to very large

We should investigate with a TalkBack engineer to determine whether this is a Chrome Issue, Android Issue, or TalkBack issue.
