[Chell] Device taking 1 minute to start after power button press.

Issue description

Chrome Version: M68_10718.16.0
OS: ChromeOS

What steps will reproduce the problem?
(1) press power button to start device.


What is the expected result?
Device should start CromeOS should start booting immediately. 

What happens instead?
Device taking 1 minute to start after power button press.


Note: Did not notice this issue on M68_10718.14.0

so it's all in ARC++ startup ?

i don't know where it's documented, but a bootchart run might be able to show the lagging processes.  check out  crbug.com/682578#c4  for a short list of things to run to get the graph.
